The U.S. Mission to Morocco (Public Affairs Section) is soliciting proposals under its Annual Program Statement (APS) for public diplomacy projects in Morocco, listed under CFDA 19.040 (Public Diplomacy Programs). Across all themes, proposals are expected to have clear community engagement and to intentionally incorporate diversity and inclusion in both who participates and who benefits.

Eligibility is broad but clearly focused on nonprofit and civil society actors. The primary intended audiences include NGOs, associations, foundations, think tanks, media organizations (national and regional), cultural and educational leaders, academic institutions, underserved communities, disadvantaged populations, and next-generation leaders such as innovators, digital influencers, and content creators. The Mission explicitly encourages applications that work with special needs communities (including visual, hearing, speech, and physical disabilities), and it encourages projects that reach geographically and demographically diverse audiences throughout Morocco. While U.S. NGOs and individuals may apply, the Mission states a preference for Moroccan NGOs or partnerships that build the capacity of Moroccan NGOs. Awards to individuals may be considered, but only on a case-by-case basis. Shortlisted applicants must be able to provide proof of nonprofit status during the later stage of the process, and organizations are expected to complete required registrations (including SAM.gov, which is free).

A central requirement is that every proposal must include meaningful U.S. content. This can be demonstrated through participation by U.S. experts, adaptation of U.S. models or best practices, or the use of educational materials connected to American history, society, culture, government, or institutions. Proposals that lack U.S. content will not be considered. The Public Affairs Section may also support bringing U.S. citizen experts to Morocco as part of funded activities, with allowable travel-related costs such as economy airfare on a U.S. flag carrier, meals/per diem-style support, daily honoraria, lodging, and local transportation. Requests involving U.S. experts are expected to include a proposed daily schedule with at least two program days (excluding travel), and conference-related participation should include details like the organizer, topics, goals, audience, sponsors, and other speakers. Preference is given when an expert can be leveraged across multiple events, and the Mission may collaborate with grantees to expand programming opportunities during the visit.

The application process is structured in two phases. Phase I requires submission of three items together, in English, by email: a Concept Paper (using the Mission template), an Applicant Organizational Information form, and a Budget Summary Estimate (also using the Mission template). The subject line must indicate the APS grants competition (listed as “APS 2024 Grants Competition”). Only complete Phase I packages are reviewed, and an applicant (organization or individual) may submit only one application during the open application period. Applicants receive confirmation that their materials were received. If selected to advance, applicants will be notified by Monday, July 1, 2024, and invited to submit a full proposal and additional required forms by Monday, August 5, 2024. After Phase II submission, applicants are expected to be informed of their status around September 15, 2024, with award decision timelines generally described as 90 to 120 days after the Phase II deadline.

Phase I proposals are evaluated using criteria focused on both organizational capacity and project design. Reviewers consider the organization’s history and mission, leadership initiatives, and prior grant history; the clarity of the project description and its proposed duration; the specific activities and how they will lead to meaningful impact; the strength of the American connection and how it increases understanding of U.S. policies and perspectives; the monitoring and evaluation approach for tracking success; and the reasonableness and completeness of the high-level budget estimate. Phase II evaluation criteria are not listed in the announcement and are provided only to applicants invited to submit a full application. A review panel assesses proposals against the published criteria and the Mission’s strategic goals, giving additional consideration to proposals that best align with priority themes and public diplomacy objectives.

Timing and planning expectations are important in this opportunity. Even for approved projects, funding is not immediate; disbursement can take up to three months after all award paperwork is completed. Applicants are advised to submit proposals well ahead of the intended start date and not to plan activities before January 2025. Final awards depend on the availability of funds and completion of all administrative requirements, including providing official copies of required registrations; failure to provide documentation can result in disqualification. Only official written notification counts as an award decision, and applicants cannot commit or spend funds on proposed activities until the grant is fully executed through signed award documents.
