Opportunity Information: Apply for LBN PAS 20 004

The PAS Beirut-English Language Small Grants opportunity is a U.S. Department of State (U.S. Mission to Lebanon) grant program designed to support projects that strengthen English language education in Lebanon. All proposed activities must be implemented in Lebanon, and the embassy gives preference to programs carried out partially or entirely in underserved areas. The program is oriented toward practical, community-facing English learning that creates measurable benefits for participants, with additional emphasis on projects that can keep running or keep reaching people after the grant period ends.

In terms of what they want to fund, the embassy is looking for proposals that use English language education as the central tool while connecting it to broader engagement goals. Priority themes include youth engagement, women empowerment, community service, STEM-related learning (Science, Technology, English, Math), English for Specific Purposes (ESP) such as workplace or sector-focused English, and other closely related approaches. A major expectation is that projects are conducted mainly or entirely in English; applicants need to explain clearly how their activities will improve participants English acquisition, and if any part of the work cannot be done fully in English, the proposal must justify why and how language learning objectives will still be met. The embassy also notes that grantees should be ready to share appropriate parts of their activities on social media, suggesting visibility and public outreach are part of the overall public diplomacy intent.

Eligibility is broad but location-specific. Lebanon-based individuals, groups (including alumni groups), organizations, and non-profit organizations may apply, as long as they are based in Lebanon. For alumni-led proposals, the announcement encourages partnerships with existing, active alumni organizations. Across all applicant types, the program expects successful projects to identify suitable partner institutions, both to improve quality (through expertise) and to strengthen sustainability. Cost-sharing is not required, but it is encouraged; proposals that include financial or in-kind cost share receive an extra 5 points during the merit review, which can be a meaningful advantage in a competitive process.

The funding details are relatively small-scale and time-bound. Total funding available is USD 30,000, with an award ceiling of USD 30,000 and an expected three awards. Projects are expected to run for 6 to 12 months and must be completed in 12 months or less. The funding source is FY20 Smith-Mundt Public Diplomacy funds, and the anticipated start date listed is June 2020, with the usual caveat that awards depend on the availability of funds.

There are also important administrative requirements, especially for organizations. Any organization seeking an award must have a unique entity identifier (at the time, a DUNS number) and an active registration on SAM.gov. Individuals do not need a unique entity identifier or SAM registration. Applicants should also expect to open a separate bank account specifically for managing the grant funds, which is a common control for tracking and compliance.

The application package is built around standard federal forms and a short, structured narrative proposal. Applicants must use Grants.gov forms including SF-424 (or SF-424-I for individuals), SF-424A (budget), and SF-424B (assurances). The submission must be in English, budgets must be in U.S. dollars, pages must be numbered, and formatting requirements are strict (8.5 x 11 layout; Word documents single-spaced; 12-point Times New Roman; minimum 1-inch margins). Beyond the forms, applicants must include a summary cover sheet with basic project identification details and a proposal narrative capped at five pages. That narrative must clearly lay out: a proposal summary and expected impact, an overall project timeline, background on the applicant and past operations (including prior U.S. government funding), a well-supported problem statement, measurable goals and objectives, activity descriptions, methods and design (with a logic model if appropriate), a detailed schedule with dates/locations, key personnel bios or job descriptions (including personal details such as name, date of birth, and nationality for clearance purposes), a list of partners and their roles, a monitoring and evaluation plan, and a sustainability plan (limited to two pages). A separate budget justification narrative is also required to explain each cost item in detail. Optional attachments are allowed up to ten pages, such as letters of intent/agreements from partners and an organization chart, and these can strengthen credibility and readiness.

Finally, the selection preferences are clear: projects that demonstrate sustainability, reach a large number of beneficiaries during and after the grant, and meaningfully engage youth are positioned more competitively. Overall, the opportunity is geared toward Lebanon-based applicants who can deliver English-driven programming with strong partnerships, clear measurement of learning outcomes, and a realistic plan for continued impact once the grant period ends.
