The 2026 Quality Samples Program (QSP), funded by the USDA’s Foreign Agricultural Service (FAS), supports U.S. organizations in promoting the quality of U.S. agricultural products in international markets. The program provides grant funding to help cover the cost of purchasing and shipping product samples to potential overseas buyers, with the goal of encouraging new export opportunities.
Recipients are responsible for arranging, purchasing, exporting, and providing on-site technical help with the product samples. However, only the cost of the samples and the shipping to the first foreign port are eligible for reimbursement. All other costs—such as documentation fees, inspections, tariffs, or technical assistance—are not covered.
Grant awards are reimbursement-based only; no cash advances will be provided, and funds cannot be used for expenses incurred before approval. U.S. cargo preference laws apply, meaning at least half of the reimbursed shipments must be transported on U.S.-flag vessels. Air cargo shipments are not permitted under the program.
